Update: device support files are now available as a separate download, so installing Xcode 16 is no longer required.

As mentioned by @DrDonk here, unfortunately a package that Xcode installs is required in order to manage devices running the beta OSes in a previous release, and the same goes for virtual machines because they use the same communication protocol with the host as an external device like an iPhone or iPad would use.

Last year, Apple made this package available as a separate download, but I couldn't find a new one for this year on the dev portal, let's hope they make that available soon.
