The actual docker build and release job is long and has to pass many steps, while the docker build and release job from inspectit-ocelot uses the gradle dockerTag task, making the process of building and releasing the docker image easier to oversee.

Implementing the docker job from inspectit-ocelot into the inspectit-ocelot-eum-server.
