v0 Release

ok so this:

• ports over the name updates and typo commits from @ethanleifer's p
• updates config and eveyrthing for changesets and makes sure repo refs are all up to date
• updates the anyscale model for a bit better rliability (I hope)
• added the changeset bot to this repo
• set the publish env on the version and publish actions
• reset v to 0.0.0 and the version pr should bump that to 0.0.1 and we should be good to go

I did some local pack/isntall testing and all looks good - so we should be ready to rip
