igc: Enable VLAN Insertion and VLAN Stripping

- allow to turn on/off rx/tx vlan accel via ethtool.
- set HW offloading as OFF first as default.
- add HW_VLAN_CTAG_RX and HW_VLAN_CTAG_TX support to hw_features.
- add VLAN acceleration handling.
