Add support to resize browser window.

This issue is to ensure that browser window can be resized properly. We have minimal support for this but it needs to be tested properly.

Chromium browser cannot be resized on Tizen IVI

@joone Maximize/minimize should work right ? or do u mean resizing the window by dragging it.

@kalyankondapally currently to resize chromium you need to press the modifier-key in weston, if that key is not set you can't resize nor move the window (in the title bar)
