* added support for tox in GH Actions
* updated setup.py to read from requirement files
* added MANIFEST.in
* added nosetests to whitelist to suppress warning
* fixed 'get_test_file_data()' being treated as a test due to naming convention
* send coverage to codecov via xml file
* add .codecov.yml file
