Governance

As we've only been available as public open source software since January 2020, it's still a little early for an overly formal GOVERNANCE.md file. For now, only the original InterSystems development team has full write access to this repository in true BDFL fashion, but a few of our beta users were already submitting issues and fixes before this turned public, so this dictatorship won't last long. By any means, the issues section is open to all your questions, suggestions and pull requests.
