Is your feature request related to a problem? Please describe.
Currently, services need to make a query to the API to query access roles for a specific user. This can get a lot of internal traffic.

Describe the solution you'd like
A service access token should be generated and that token used to make requests to the service itself, containing all the roles (global, project and site). A decorator should also be created to ease API implementation in services.
