Update Redis information when service is added / removed / updated #214

Describe the bug
Service info in Redis are not updated when they change. Info is only stored when TeraServer starts.

To Reproduce

Change a service information and read the redis variables.

Expected behavior

Update service info when there is a change in the database.

          Refs #214, service is now updated in redis when modified.
