pids: saving draft without an external DOI does not shown an error

Describe the bug

Saving a record without an external DOI is reported as successful. Instead an error should be show that says the DOI is required.

Steps to Reproduce

Save a minimal record with a DOI

Expected behavior

1. Error is reported
2. The DOI field is marked red as required.
