Rotate arguments which don't work:

May 26 08:40:48 julien-cluster-1 pfmon: pfmon(30515) DEBUG: [mac:unknown] Calling rotate with window='1h' seconds, batch='100', timelimit='10s' (pf::ip4log::rotate)

Versus the cleanup arguments which work:

May 26 08:40:48 julien-cluster-1 pfmon: pfmon(30515) DEBUG: [mac:unknown] Calling cleanup with for ip4log_archive_cleanup_sql window='604800' seconds, batch='100', timelimit='10' (pf::ip4log::_cleanup)
