It was rounding dimensions when it shouldn't. Closes #5453

What happened?
Typing numbers in to the width/height boxes on the Unified Canvas results in the wrong numbers being typed in to the box.
0-3 will result in a 0
4+ will result in an 8
The Scaled W and Scaled H boxes are unaffected.
Tested in Chrome and Firefox
