Onesignal push notification plugin is not working with capacitor

I am trying to use onesignal cordova plugin with capacitor but it is not working. onesignal is plugin is detected with capacitor but it's working fine with cordova. Here are the steps to reproduce.

Unfortunately, I don't have any which show the issue. but you can easily reproduce the issue with the following steps.

1. Create a simple capacitor project through the command line.
   npx @capacitor/cli create

2. Add android plugin to the created project
   npx cap add android

3. install onesignal cordova plugin inside the project
   npm install onesignal-cordova-plugin
   npx cap sync

4. Build debug apk
   go inside the android folder of the project
   ./gradlew assembleDebug

Note:

1. Verified the onesignal init function has run.
2. Initially I was getting an error stating google-service.json is present which I fixed but the still issue persists.
3. onesignal web console doesn't detect the subscribed devices with capacitor.
