The FCS APIs allow for projects to reference projects other than F# ones, but we just don't do that yet.

Describe the solution you'd like

We should analyze the logic used in the VS integration and see how much of it is usable in this library as well.

Describe alternatives you've considered
Keep not supporting other project types.
