Set RPM OS name string correctly for CentOS7 #1

Currently the RPM OS name string is unknown on (CERN) Cent OS7 machines, since config/Makefile.macros was written in the days before CC7 was even a glint in the milkman's eye.

config/Makefile.macros should be updated to set the CACTUS_OS environment variable to centos7 on CentOS7 machines.
