i.e. from RHEL5/6-style service-based control, to systemctl

Current status: RHEL5/6 scripts & commands appear to work for starting, stopping and querying the status of the ControlHub in CentOS7. However, the "startup automatically on boot" aspect of configuration has not been tested yet.

All done (for a while now in fact). Deployed at Point 5, but no problems reported so far. Closing
