Since the pintracker revamp, we shouldn't need to run StateSync as frequently as every 60 seconds. https://github.com/ipfs/ipfs-cluster/blob/6e760a72fdf6d63454cd0f9c4df4458a6f91b3e5/cluster_config.go#L29
