chore: update dependencies and migrate to boxo #1

@hsanjuan not sure if you wanted to do this or not, but figured it'd make testing with the kubo plugins easier. Either way some updating needed to happen to deal with removing the go-block-format clone from go-libipfs (now boxo).

I just ran the boxo migration tool (https://github.com/ipfs/boxo/tree/cde9cc294bf1cb2a316a92db7007f014a6b49b4c/cmd/boxo-migrate) and it did the work for me.

It also looks like ipfs/kubo#9839 is resolved now, but needs verification

Thanks @aschmahmann , really appreciated. I actually have a branch that does this and some moving-around of things, so will use that instead. Ultimately I wanted to use a dist-built version of Kubo to test if I can get the plugin to work with an official release binary (wanted to use rc2 for that, but hit the issue).
