Add a repo description

We’re trying to make sure every repo has a description (see ipfs-inactive/docs#55) and this repo is missing one. I don’t have permissions to add it, but the README seems clear here, so we can just mirror it:

Interfaces that a type must implement in order to be a CID-addressable block of data.
