Adds types, fixes all tsc errors, updates all deps. Depends on: - [ ] ipld/js-ipld-block#58

Yes, it's just smaller. I would do this as a major (or minor since this is < v1) as it adds types where there were no types before. |

Will need to revisit this module once the bitswap PR is merged but this can be released as-is to unblock us.
