Add a mechanism for negative test fixtures

To cover all of those cases where we want codecs to fail to either encode or decode. I have some ideas about how this could work but also open to hear other possibilities. We keep on having cases come up where it would be great to capture them in here. e.g. recently: ipld/ipld#259 & ipld/js-dag-json#91
