Jupyter notebook cursor Issue #11493

I have been seeing this cursor at the start of each cell in my jupyter notebook. It is neither blinking nor moving (unable to make any changes to the code). Even the code seems to get shifted by a space. Please help.
PS: I have even reinstalled it using pip. The problem still persists.
