only install ipython-qtconsole gui script on Windows #1521

We only want it on Windows, so we should only make it on Windows.

What about if we're building a Windows installer on another platform with bdist_wininst?

Good point. That's easy to check for, but points to the harder problem of eggs, which are for all platforms. Hmph. Maybe we shouldn't have this entry point at all, and only add the qtconsole to the Start Menu. That way it's in a clearer Windows-only role.
