Make sure that the Windows HPC scheduler support is working for 0.11 #340

We had previously implemented support in ipcluster for the Windows Server 2008 job scheduler. Since IPython.kernel went away and IPython.parallel moved in, we have not tested this capability. It likely is almost working, but we need to test, especially with the R2 release.

Does anybody have access to a machine we can test this on?
