ctrl+ + on the running notebook creates dummy scroll-bars. Often both vertical and horizontal but not always.

I synced with master a few days ago. Screenshot attached (with zoom at 110%):

This is a known issue from which the workaround has been rolled back as it was doing more harm than good. The previous link will also explain to you how to work around it while we are waiting for the fix to be included upstream.
