Overview of the Feature Request

We need to extend the API to obtain dataset citation for a deaccessioned dataset, as the SPA needs it for displaying the citation for a deaccessioned dataset.

IQSS/dataverse-frontend#207

What existing behavior do you want changed?
None

Any brand new behavior do you want to add to Dataverse?
