  1. DDI export is missing variable info

This is a regression, likely related to: #9677

Creating a dataset with an ingestible, tabular file (eg. stata file), usually results in a variable data section in the DDI and DDI HTML export formats. Currently on develop it exports both format but is missing variables. See v5.13 for comparison and attached exports.

  1. Error on dataset create containing tab file
    Steps: a. create a minimal dataset, upload 1 tab file, 50by1000.dta, save, see error. b. Go to homepage see dataset was created.
