This is to ease maintainance of the f2c subdir, so that we can update f2s or libf2c without problems. This also extracts the changes for communication with f2c upstream.
F2C is updated to version 20200916, and libf2c to 20140711; both taken from Debians .orig.tar.gz files (as upstream doesn't provide versioned tarballs). This also incorporated some bug fixes that were applied to the IRAF version of f2c.
