Set of work to make IREE compliant as a JAX PjRt backend.
This will include both PJRT plugin integration, validating correctness of the IREE compiler, and planning JAX
specific feature work for IREE. The majority of this work will focus on front-end compatibility but could
include compilation failures further in the CPU / GPU backends.
