This is a reland of https://chromium-review.googlesource.com/c/chromium/src/+/1881953

This will break CrOS due to a libassistant issue, see bug 996754. The plan is
to land this, then revert it immediately, then do some prep work on the assistant
side, and then reland once that prep work is done.

This CL is necessary to fix the gcc 4.8 build:
