Instead of longwinded explanations:

1. Make sure you are not in foo
2. /join foo (this works)
3. switch to another window
4. /join foo (this does not work)
5. /join #foo (works, i.e. goes to the appropriate window)

Long story short, it would be nice if 4) worked, as well.

A freenode-specific request would be to check if you are in ##foo when not in #foo in step 4, going to that channel, instead.
