Updating Dependencies

- CLI

    - Use Linux 64bit version of binary
    - See https://github.com/cloudfoundry/cli/releases
    - Name must be cf

- Go Libraries

    - These tests use gocart to manage dependencies.
    - Update the Cartridge files by following the instructions at https://github.com/vito/gocart.
    - Vendor the dependencies by running bin/vendor_deps
    - Commit the vendored dependencies
