support RFC4895 authentication

In order to support higher level authentication such as DTLS over SCTP, it requires that the SCTP implementation support RFC4895. https://tools.ietf.org/html/rfc4895

I do not see a way in the current implementation for the application to indicate to SCTP that it wants to use authentication chunks. Can we provide a parameter for the InitMsg to do this which will instruct the kernel to use authentication?
