Tax rate shown on the Website but not in the emails

Stopped working after upgrade from 2.1.7 to newest.

On the website:

In the email:

The tax rate is limited to a country:

The problem is that the country isn't saved in "createPrivateAddress" cause of "array_intersect_key":

And it's also not added after reading the address from the database:

Wenn das Land im Checkout nicht gewählt werden kann, brauchst du die Steuer auch nicht auf das Land einschränken. Dann sollte es funktionieren 😎

Ja das ist richtig.
Es kann aber wie in unserem Fall (nach Update fehlt plötzlich die MwSt. in den Emails) sehr unangenehm sein. Ausserdem wird es auf der Website selbst richtig angezeigt.
