Citadel needs to do root cert rotation automatically for both SDS and file-mount approach.

@myidpt and @incfly could you give some early feedbacks on JimmyCYJ#2, so that I will proceed to revise and add unit tests? I am working in a separate PR that adds integration tests. Thanks!
