Managed VM platform

Root issue for constructing a managed VM platform support:

• service model compatibility for managed VMs
• service registry and event handling for VMs
• docker-based sidecar for VMs
• traffic capture for VMs
• discovery services for VMs

This is a duplicate of #333 . The solution is pretty much the same. And finally, lets not pollute the VMs with docker unless absolutely necessary.

No, this is specifically for GCE environment. I mentioned docker to ease deployment (dealing with DEBs and RPMs is too much for beta)

Dude, VMs is the same whether it's GCE or AWS or Bluemix softlayer.
