Move jenkins home backup to another repo #111

Due to the fact that credentials archive in cloud storage needs to be the same as the commit on the branch it forces us to push to the branch directly which might me difficult when multiple contributors are working on istio-testing. We should move backup to another repo and move backup and create pd scripts there was well.

This is not required anymore. Updated the way this works. Check #120 for details.
