Added it_IT folder and started working on italian translation

fully translated cake.po, cake_dev.po and oitc_console.po in italian and WIP with default.po

I noticed in the oitc_console.po original there were some typos in the msgid strings at line :

• 102 and for error i corrected it in the italian translation (it was "configuratgion" or something)
• same at line 221 ("recivers" instead of "receivers")
• and 497 ("occourred" instead of "occurred")
  Don't know if this changes can be reflected also in the original files and every translation file, if not tell me and i'll revert this correction as stated to NOT TOUCH the msgid lines
