16bits data does not get properly decoded.

Failing data: pydicom SC_rgb_rle_16bit.dcm

More failing data: all the 16bits ones of the nema rle test data available in compsamples_rle_20040210.tar.bz2 at ftp://medical.nema.org/MEDICAL/Dicom/DataSets/WG04.
