Update maintainer docs

What problem do you want to solve?

Will fix the second part of #502, i.e., updating the docs on maintaining GETTSIM.

Now that publishing to PyPI worked, I realized that the keywords were in a wrong format, to update them I opened this PR even though publishing to conda-forge is not there yet.

• Fix keywords for PyPI.
• Draft documentation for maintaining using bullets (@timmens)
• Polish documentation (@hmgaudecker)
