Fixes dispersal to new machines

Dispersal of dot files from an existing machine to a new one was not working correctly, this release fixes it.

• Fix: Create dirs. when missing on dispersal

• Temp fix: Disable check for identical source vs. target files because diff was not working correctly on new machines, do the redundant
  copy work for now.

Covers all workflows needed for @izo0x90 personal use
