Pikabot should greet new ppls like most decent bots with a pika-pik

Goals:

  1. Simple text to welcome user and guide them
  2. Some visuals using an image
  3. Maybe voice on first voicechat join?

Added new server user welcome message

When a new user joins pikabot will now welcome them, with his tender voice: "pika pika, pika pik".
His thunder would hit the new user that just joined the server, and re-birth him as follower of the lord pika.

This should be part of the solution for issue #10
