Jack (QjackCtl) frozen on Windows 10 64-bit

Describe the bug

1. Downloaded official release of Jack 2 for Windows 64 bit
   -- https://jackaudio.org/downloads/
   -- https://github.com/jackaudio/jack2-releases/releases/download/v1.9.17/jack2-win64-v1.9.17.exe

2. Installed on Windows 10 64 bit (Windows 10 Pro 1909)

3. I launch QjackCtl it opens the window and the window is blank and NOT RESPONDING (spinning blue windows cursor)
   -- see attached screenshot

4. Thats all - it spins frozen forever never displays the interface in the frozen window

I never had JACK2 installed on this computer. This was fresh & new installation.
Uninstalled and installed again - same problem.

Environment

• JACK Version: jack2-win64-v1.9.17.exe
• Operating System: Windows 10 64 bit (Windows 10 Pro 1909)
• Installation: Official exe setup from web - jack2-win64-v1.9.17.exe
