This is text and a blank line.

> + a list

This is a blank line and some text.

Lists should be surrounded by blank lines. the "a block quote" line breaks it up, causing this rule to trigger.

Investigated, and this is working properly. However, was missing a "good" case that illustrated a list in a block quote surrounded by blank lines, so added that.
