Multiplex debug UART0 with Wilink8 to free up maximum UARTs #2

Need to still be able to do boot-up debug by disabling Wilink8
Means that only monitoring is possible when Wilink8 is active, not serial/debug console

After further evaluation, we should use UART3 that is on the Ethernet pins.
