[adaptive] Separate Provider and Aggregator settings

Which problem is this PR solving?

• In Jaeger v2 ([jaeger-v2] Add remotesampling extension #5389) the provider and aggregator are running in completely separate components, and the single config struct did not make sense, it was forcing an unnecessary coupling.
