[Feature Request] Blacklist a user

Is your feature request related to a problem? Please describe.

I have a user in my discord who keeps using !stop and I can't blacklist them. I have to have the dj role as the normal member role as I would like users to be able to control the volume.

What is your ideal solution to the problem?

To add a !blacklist command that you can use with the users user id to block them from using commands.

How would this feature be used?

1. get the id of the user
2. type (prefix)blacklist (id)
