Deprecate Dj 1.10
Starting in Django 2.1, BooleanFields are no longer blank by default. In our admin tests, we therefore must exclude the BooleanFields from the admin forms explicitly.

This also removes support for Django 1.10, but leaves support for Django 1.8.
