Parcel uses ~/.atom/packages.cson to keep track of the packages that you have installed.
To work on Parcel symlink your local copy of Parcel to ~/.atom/packages/parcel. This looks something like this:
ln -s ~/Development/parcel ~/.atom/packages/parcel
