LabVIEW Open Detection Failing Under Jenkins #55

Running under jenkins our Open Detection seems to be failing - perhaps things are running at a different rate? See log below.

Current Version: 2017, 32bit
Detected LabVIEW versions:

It looks as if the latest vip does not have the latest CLI installer. Going to check this.

Even with the new version it seems the hand-off may still be brittle - might need to increase the time after which we make the check.
